This talk explores why Xi Jinping pursues bold, high-risk interventions in some domains yet remains cautious in others. It examines how he judges the stakes of regime survival, elite resistance, social backlash, and institutional fragility in deciding when to act decisively or defer reforms. The differences in his tolerance for risk reveal a methodical strategy: push hard where control is essential and contained; hold back where disruption could unravel consensus and legitimacy.
