PhD project: Pride and paradox: The Oil Fund’s ethical turn

The doctoral project analyzes the development of the ethical guidelines for the Norwegian Government Pension Fund Global (the Oil Fund) in the period 1990–2005. The study examines how considerations of responsibility and ethics were introduced and integrated into the management of the fund.

The project combines analysis of political decision-making processes, administrative practices, and the interaction between government authorities, financial actors, and civil society. A central theme is how ethical considerations were operationalized within established frameworks for capital management.

The work explores how requirements for responsibility are developed and institutionally embedded, and how such considerations are managed in relation to financial objectives and governance principles. The analysis also addresses questions of risk, legitimacy, and the relationship between political oversight and professional autonomy.

The project provides an empirical and analytical foundation for understanding the development of frameworks for responsible investment and sustainability in both a Norwegian and an international context.

This dissertation explores the connection between Norway's international profile and the development of responsible management practices, formerly known as ethical investment. The research question investigates the interpretations and interactions that shaped the strategy for responsible management activities in the period 1997-2017. It also examines the development of ethical considerations and their alignment with political interests.
