Political communication on social media is the topic of this dissertation. The Internet and social media platforms have provided participants in the public sphere with new ways to connect, communicate and distribute information. This study examines how and why the three main actor groups within political communication – political actors, media actors and citizens – connect and interact on social media during the electoral process in Norway in 2013. This hybrid media landscape is characterized by political actors who can bypass media as gatekeepers and communicate directly with voters on their own Facebook pages. Simultaneously, social media platforms such as Facebook and Twitter are important traffic drivers for mass media, as well as convenient ways for political journalists to reach readers and political sources.
Nevertheless, as I argue in this dissertation, the new mechanisms for attention, visibility and popularity on social media platforms is not sufficiently articulated or understood in the existing research literature. This dissertation suggests that the emerging theories of social media logic can help us understand how political communication occur in networked publics. Central in my arguments is a critical understanding of social media logic and affordances offered by communication technologies. Affordances are here understood as the action possibilities that communication technologies allow for, such as liking, sharing or measuring the response of an item. Based on the empirical findings from the articles in Part II, as well as the theoretical discussion in this cover chapter, I have developed the conceptual framework for political communication on social media, which allows us to analyse how political communication occurs on social media platforms.
The conceptual framework consists of five high-level affordances: Publishing, visibility, networking, connectivity, and segmentation. I argue that these affordances are the building blocks of the social media logic in political communication.
Lastly, this dissertation outlines the implications of the social media logic for the three key actor groups in this study. I argue that one of the main consequences of the social media logic is media actors’ weakening role as gatekeepers of information, potential turning media actors into curators of information.

Inclusive design of ICT: The challenge of diversity.

Background: Information and communication technologies (ICTs) are currently an integrated part of society. Being able to take part in the information society is a prerequisite for fully being able to take part in society. The goal of “Universal design”, “design for all” and similar approaches, collectively referred to as inclusive design approaches (IDAs) in this thesis, is the development of products and services that are accessible and easy to use for as many people as possible, including people with disabilities and the elderly.
Aim: The aim of this work has been to study the challenges related to the inclusive design of ICTs, and in particular, the challenges related to design for diversity. Secondly, it has been to explore two seemingly opposing objectives in inclusive design; namely, the need for flexibility on the one hand, and the need for simplicity on the other hand. A third aim has been to study the practise of inclusive design in light of the knowledge from previous work within user-centred and participatory design.
Method: This work is based upon qualitative research from seven research projects on the universal design of ICT. The methods used in these projects have been focus groups, observation and interviews, personas and technical-accessibility testing. More than 150 participants with a wide range of capabilities have been involved in these research projects.
Contributions: This work has resulted in the following contributions:
1) Based upon examination of the current empirical material and previous and related research, the important elements of inclusive design were identified and discussed.
2) The need for flexibility of inclusively designed ICT solutions is investigated. Several types of flexibility in the empirical research material at hand were examined. Although some types of flexibility may be necessary in inclusive design, it is found that this flexibility might easily lead to complexity. Complexity will in turn be in conflict with the creation of ICT solutions that are simple and easy to use, which is another requirement of inclusive design. Five strategies to reduce the overall complexity of ICT solutions are therefore proposed.
3) A deepened understanding of inclusive design is sought by analysing, comparing and contrasting the various experiences from inclusive design in this research with knowledge from user-centred and participatory design. While it is found that a focus on user involvement is at least as important in inclusive design as in previous approaches, it is underscored that it is necessary to rethink and to be clear about the reasons and purpose behind the user involvement. The focus should be on involving users in inclusive design because it fosters innovation and mutual learning, it increases the motivation of the development team and because participants can offer important aid in prioritising activities during the design process. Based on this research, some advice with regard to selecting users and the application of methods in an inclusive design context is given.
Conclusions and future work: This research has summarised important elements of inclusive design and deepened our understanding of the challenge of diversity when designing for everybody. It has contributed with some measures to meet these challenges, and pointed out a number of open questions and areas for further work.

Omdanningen av telesektoren har sammen med omlegging og restrukturering i en rekke andre statlige sektorer (post, forsvar, olje og energi m.fl.) bidratt til at vilkårene for utøvelse av statlig makt ble vesentlig endret i løpet av 1990-tallet.

Denne rapporten søker å kartlegge og definere samiske medier. Kartleggingen har form av kvantitative innholdsanalyser av et utvalg medier (både medier laget av og for samer, og medier uten spesiell tilknytning til det samiske samfunn), en beskrivelse av det faktiske medietilbudet av og for samer på norsk side av Sápmi, og en gjennomgang av disse medienes rammebetingelser. Definisjonen av samiske medier tar utgangspunkt i en mediebruksundersøkelse blant samer i Norge, utført av Norsk Gallup Institutt.
Rapportens innholdsanalyser viser blant annet at de tre avisene som får statsstøtte som samiske aviser har dels forskjellig tematisk profil, og at de aktørene som kommer til orde i avisene representerer dels forskjellige interesser. Det som samler de tre avisene er at de alle i hovedsak er konsentrert om Finnmark i sin dekning. Analysen av innholdet i ikke-samiske medier viser at dekningen av samiske forhold i Finnmarksavisene preges av konfliktorientert stoff, mens dekningen utenfor Finnmark stort sett er marginal. Gjennomgangen av rammebetingelsene til medier laget av og for samer viser at med unntak av NRK Sámi Radio vurderes forholdene for samiske medier som svært vanskelige av aktørene selv.
Når det gjelder definisjonen av samiske medier, viser resultatene fra mediebruksundersøkelsen at definisjonen i seg selv ikke er videre problematisk: Et medium oppfattes som samisk dersom det går fram av navn og/eller erklært målgruppe at mediet er laget for og av samer. Imidlertid viser undersøkelsen at det er stor grad av uenighet rundt hvilket språk samiske medier bør bruke. Rapporten diskuterer også funn i undersøkelsen som tyder på at samer bosatt utenfor Finnmark har et dårligere samisk medietilbud.

I utredningen drøftes konvergensen mellom telekommunikasjon,
datakommunikasjon og kringkasting. Mandatet for utredningen ligger i å
belyse de kultur- og mediepolitiske konsekvensene av konvergensen med
utgangspunkt i blant annet følgende spørsmål: Er det mulig å trekke
grenser mellom tradisjonell kringkasting og nye tjenester? Hvilke
lovgivningsmessige og øvrig mediepolitiske valg og alternativer
foreligger? I kapittel tre drøftes konvergensens ulike aspekter. Det
skilles mellom nettverkskonvergens, tjenestekonvergens og
markedskonvergens. Alle de tre typene av konvergens har betydning for
politiske og regulatoriske virkemidler. I kapittel 4 tas utviklingen
innenfor kringkasting og telekommunikasjon i Norden opp til diskusjon.
Spørsmålet om digitalisering av de jordbundne nettene og den stadig
vanskeligere konkurransesituasjonen gjør at allmennkringkasterne står i
fare for å bli fanget i en kostnadsfelle som på sikt vil kunne
undergrave deres situasjon. Kapittel 5 inneholder en gjennomgang av EUs
ulike initiativer på medieområdet, teleområdet og det området som går
under navnet ¿informasjonssamfunnet¿. Det pekes på at det i EU finnes
ulike og til dels motstridende tendenser: mens reguleringen av det
audiovisuelle området er preget av drakampen mellom kulturpolitiske og
industripolitiske hensyn, er telepolitikken nesten fullstendig dominert
av industripolitiske tiltak. Rapporten munner ut i en drøfting av
problemstillinger som de nordiske landene står overfor.
